0910-109 Production Well 4 Drilling, Construction and Testing Project

PWP # CC-2010-101 (ARRA Funded)    Engineer's Estimate:  $650,000.00

Carson City must immediately turn its attention to re-drilling Well #41 instead of Well #4.  At the time of bidding on the Well 4 Project, Well 4 was the City's highest ranked well to be re-drilled as part of Carson City's Arsenic Mitigation Program.  This priority changed due to recent signs of failure in Well 41.  Well 41 is actually more critical to the Arsenic Mitigation Program than Well 4.  Well 41 is the largest producing well in the arsenic impacted area of our community.  The failure of Well 41 will lead to an emergency situation.  Carson City was unaware of the imminent demise of Well 41 until after the bids for the Well 4 contract were solicited.  The current finances of the City do not permit the re-drilling of both Well 41 and Well 4.  As a result, the City is canceling the Well 4 re-drilling project and will be immediately soliciting bids on re-drilling Well 41.  Carson City apologizes for any inconvenience this may have caused.

RFP 0910-122 Material Recovery and Waste-To-Energy Facility

Carson City is in the process of establishing a minimum diversion rate for landfill recyclables, with a goal of 70 percent by 2015 and securing at least 100 years of sustainable processing and disposal capacity.  To facilitate reaching these goals, the City desires to transition the Carson City Sanitary Landfill into a Resource Management and Waste-to-Energy Facility by entering into an agreement with one or more highly qualified Contractor(s) who can facilitate the phased development and operations of the facility.  This expanded facility will serve the long-term needs of the City through the continued and sustainable operations of the landfill by diverting waste from the landfill by 1) constructing and operating a state-of-the-art Material Recovery Facility (MRF) to process and recycling municipal solid waste and construction debris, and 2) construction and operation of an organics-to-energy facility to manage the non-recyclable organic fraction of the waste stream.
